Selling a house in Bayonne: local facts
| Homes | 30,786 |
|---|---|
| Median value, owner-occupied homes | $460,100 |
| Median year built | 1954 |
| Owner-occupied | 36% |
| Single-family detached | 15% |
| Median rooms per home | 4.3 |
| Heated with utility gas | 75% |
| Heated with fuel oil | 3% |
| Owner-occupied homes with no mortgage | 39% |
| Median gross rent | $1,682 |
The typical home in Bayonne was built around 1954, so it is now 72 years old. Anything in a house that age that was never updated is past its normal service life, and selling as-is means you don't pay for those updates before you move.
15% of homes are detached single-family houses; the rest are attached houses, multi-family buildings and apartments. 36% are owner-occupied. Most occupied homes here are rentals, so if your house has tenants, the sale has to work around their leases.
Permits and certificates of occupancy come from the City of Bayonne construction office.
- Deeds: Hudson County Register of Deeds and Mortgages
- Probate and estates: Hudson County Surrogate
Selling in Bayonne: taxes, prices and paperwork
Bayonne has changed its resale rules twice since October 2025. First the Building Department swapped continuing certificates of occupancy for a renamed Resale Certificate. Then in 2026 the Fire Prevention Bureau took over resale and smoke certifications. If a neighbor sold a few years back, their steps won't match yours. Then there's the city's rent control chapter, which only reaches certain older tenancies, and assessments here sit further below market than in Jersey City next door. Here's how each piece works and who to call.

City Hall on Avenue C, the 2025 rate and appeals
Both the tax assessor and the tax collector work out of City Hall at 630 Avenue C, according to the state's 2025 abstract of ratables for Hudson. That same state abstract shows a county equalization ratio of 69.82% here. Put simply, the average assessment covers about 70 cents of each dollar of market value.
Bayonne's 2025 general rate: 2.880 per $100 of assessment. Because assessments run low, the state's effective rate was 1.987.
The assessor's page sends questions about your assessment and the appeal process to that office. The county tax board for Hudson hears formal appeals. Under state rules your petition has to be in their hands by April 1. That moves to May 1 only in a year the city completes a revaluation or reassessment. Owners assessed above $1,000,000 also have the option of the state Tax Court. A challenge filed after April 1, 2026 counts toward tax year 2027.
Here's the deal on deadlines. Quarterly bills carry a legal due date on the 1st, and the City Council has authorized grace periods to the 10th. A 2023 city notice spells out what happens if you miss it: interest runs all the way back to the 1st. You can pay at City Hall, at Bayonne branches of BCB Bank, by mail or online. That same notice told anyone paying in person on the grace date to get to City Hall before 4:30 p.m. And if your taxes go through your mortgage, the city said to keep paying that way.
| 2025 general tax rate | 2.880 per $100 of assessment | 2025 tax year |
|---|---|---|
| 2025 effective tax rate | 1.987 | 2025 tax year |
| County equalization ratio | 69.82% | 2025 abstract of ratables |
| Late payment interest | Runs back to the 1st if paid after the grace date | City notice, Aug 2023 |
A quick market: under a month to sell
Redfin's three-month median ending August 2026 sat at $656,000, up 0.9% on a year earlier. Days on market dropped to 29 from 36. More homes changed hands too. August 2026 saw 111 sales, up from 102 a year before. Sales averaged 101.4% of list price, so a typical seller got a bit over asking.

Older tenancies, short-term rentals and flood odds
Own a rental building? Rent control sits in Chapter 16 of Bayonne's code. It covers units that housed rent-controlled tenants as of June 30, 2011, as long as those tenants are still there. Dwellings with four or fewer rental units are exempt. Landlords with covered units file a Registry of Rent-Controlled Tenants with the Rent Control Office by December 1 every year. The posted code shows the chapter extended through December 31, 2024, so ask the Rent Control Office whether it has been extended since and whether any of your units are covered.
If you've been renting a unit short term, the city has a short-term rental license application process, so expect a buyer's attorney to ask whether yours was licensed.
The city's 2017 master plan describes a light rail corridor running from 1st Street in Bergen Point up to 45th Street near the Jersey City border. On flooding, First Street figures on Redfin's page rate risk as moderate, with 639 properties, about 10% of the total, facing severe flood odds within 30 years. Homes built before 1978 also carry federal lead disclosure duties, covered in the next section.

Resale certificates now run through the fire bureau
Starting October 1, 2025, the Building Department replaced continuing certificates of occupancy with Resale Certificates. The city said only the name changed and the application got shorter. The certificate applies when you sell a single-family, two-family or multi-family home, or a commercial building, that will keep its current use after the sale.
Then the Fire Prevention Bureau took over resale and smoke certifications from the Building Department. Per the city's announcement, every new seller now gets the application from the Fire Prevention office at City Hall, the fire department inspects, and then it issues the certificate for the sale. The city's words: any time a building is sold, it needs a resale certification. The fire prevention chapter of the code (Chapter 19) says there's no application fee for a certificate of smoke detector compliance required by N.J.A.C. 5:70-2.3. The fee posted there for a Certificate of Fire Code Status is $35. Statewide, P.L. 2025, c.19 limits these inspections to licensed fire inspectors.
Bottom line on paperwork: New Jersey's consumer affairs regulators post a current seller disclosure form plus a Flood Risk Addendum that took effect August 1, 2024. For a pre-1978 home, federal rules mean handing over the EPA lead booklet and any lead reports you hold, making sure the sales contract includes the federal lead warning, and letting the buyer test for 10 days unless they give that up.
Easy Sell pays cash for houses as-is, covers closing costs, and charges no fees or commissions, which saves you chasing certificates yourself.

What to do, in order, before a Bayonne closing
First, call the tax offices in City Hall at 630 Avenue C. The county's 2025 listing gives 201-858-6055 for the collector and 201-858-6050 for the assessor. Pay any open quarter by the council's grace date. Miss it and the interest reaches back to the 1st.
Second, sort out rent control if you own rental units. Ask the Rent Control Office whether Chapter 16 is still in force and whether any tenant in the building has stayed since June 30, 2011. A dwelling with four or fewer rental units is outside the chapter, but if you do have covered units, pull copies of the registries you filed each December 1 so a buyer can see them.
Third, if any unit was used for short stays, dig up the license you got through the city's short-term rental license application. A buyer's lawyer is likely to ask for it.
Fourth, as soon as you sign a contract, pick up the resale certification application at the Fire Prevention office in City Hall. The fire department inspects, then issues the certificate the sale needs. Put working smoke and CO alarms in before the visit. The code lists no application fee for the smoke detector certificate, so ask at the counter what, if anything, the resale inspection costs. For building permit questions, the city's October 2025 notice listed Construction Official Joseph Benkert at 201-858-6334 and Permit Clerk Krystle Chwalyk at 201-858-6073.
Fifth, complete the state disclosure and its flood addendum, plus the lead forms if the house is older than 1978. Your attorney needs those plus proof of tax payments and the resale certificate before the closing date.

Right next door
- Jersey City: Next door, landlords of five-plus unit buildings owe the city a yearly registration statement and rent roll, filed through its Tyler portal.
- Kearny: Kearny's 2025 equalization ratio was just 18.59%, which is why its general rate of 10.848 means far less than it looks.
- Elizabeth: Elizabeth is filed with Union County in the state's 2025 table, where its effective rate of 2.113 actually topped its 2.017 general rate, and assessment challenges there are heard in Union County.
- Newark: Newark, grouped with Essex County, had a 1.845 effective rate in 2025 against a 3.999 general rate on the state table.
