Selling a house in Elizabeth: local facts
| Homes | 48,976 |
|---|---|
| Median value, owner-occupied homes | $449,300 |
| Median year built | 1957 |
| Owner-occupied | 26% |
| Single-family detached | 14% |
| Median rooms per home | 4.3 |
| Heated with utility gas | 86% |
| Heated with fuel oil | 2% |
| Owner-occupied homes with no mortgage | 38% |
| Median gross rent | $1,523 |
The typical home in Elizabeth was built around 1957, so it is now 69 years old. Anything in a house that age that was never updated is past its normal service life, and selling as-is means you don't pay for those updates before you move.
14% of homes are detached single-family houses; the rest are attached houses, multi-family buildings and apartments. 26% are owner-occupied. Most occupied homes here are rentals, so if your house has tenants, the sale has to work around their leases.
Permits and certificates of occupancy come from the City of Elizabeth construction office.
- Deeds: Union County Clerk
- Probate and estates: Union County Surrogate
Selling in Elizabeth: taxes, prices and paperwork
Elizabeth plays by different rules than the townships around it. A citywide revaluation reset every assessment to market value as of October 1, 2023, so the number on your tax card is close to what the house is actually worth. Detached houses are a small share of the stock, and two-family and larger buildings carry their own fees and lead rules. Before any building changes hands, the city wants a Certificate of Occupancy for Resale from its Bureau of Zoning, backed by a fire department smoke certificate. And if you're near the Elizabeth River, you'll be answering flood questions too.
Researched October 8, 2026 from public records and official sites. Rules and fees change, so confirm anything time-sensitive with the office named.
Assessments reset after the revaluation
Joseph Colacitti heads the Tax Assessor's office, Room 301 at City Hall, 50 Winfield Scott Plaza (908-820-4141). In the most recent revaluation, Appraisal Systems Inc. valued every property in the city as of October 1, 2023, then mailed proposed 2024 assessments and offered informal reviews before they became final.
The state numbers show that reset. Union County's 2025 equalization table puts the city's average ratio at 105.74%, which means assessments were running a little above recent sale prices. On the 2025 bill the general rate stood at 2.017, and the effective rate, which the state uses only as a yardstick between towns, was 2.113. In the state's 2025 residential table, the average assessment was $482,259 and the average bill was $9,727.
With assessments now tied to market value, an appeal comes down to one question: could your house really sell for what the city says? Your petition goes to the county tax board's office at 300 North Avenue East, Westfield. In an ordinary year that board wants your filing by April 1; its 2026 packet holds May 1 for towns in a revaluation year. Bring at least three and no more than five sales of similar homes, priced as of the October 1 before the tax year. Once an assessment passes $1,000,000, the Tax Court can take the case directly instead.
One quirk for closings: the county table flags the city as a fiscal-year district. The Tax Collector runs an annual tax sale for prior fiscal year balances, and that sale covers unpaid water and sewer charges as well as taxes. Clear every municipal balance before closing so nothing ends up in that sale.

Prices and pace in the city
Redfin's numbers, viewed October 8, 2026: median $655K for June through August 2026, 5.5% above that period in 2025. Sellers waited an average of 43 days for a sale versus 35 the previous year, though August closings rose to 117 from 100. Sale prices ran at 102.8% of list in August. For a second view, the 2025 state residential sales table counted 365 sales averaging $572,271.

Multi-unit buildings, lead and the river
A lot of what trades here has more than one unit, and the city's fees are built around that. The fee table in Ordinance No. 6013 charges $60 for a residential resale certificate plus $20 for each additional unit. The same ordinance requires a lead-free certificate for rental one- and two-family houses and multiple dwellings built before 1978.
The federal lead rule reaches owner-occupied houses too, for anything built before 1978. The buyer must get the EPA pamphlet, any lead findings you know of, and 10 days to test.
Flooding is the big one. The U.S. Geological Survey reports that the remnants of Hurricane Ida on September 1 to 2, 2021 drove the Elizabeth River gage at Ursino Lake to a record 27.93 feet. That peak topped the design of the Army Corps flood project in the northern part of the city, and water routed around it into adjacent neighborhoods. USGS and Rutgers, working with the city, proposed a flood mapping and early warning platform covering the river from North Avenue down to its tidal meeting with the Arthur Kill.
That history matters on paper. The seller's disclosure statement picked up flood questions on March 20, 2024: it asks if the property lies in a FEMA Special Flood Hazard Area or Moderate Flood Hazard Area, and it asks for your actual knowledge of flooding. If you had water during Ida, put it on the form.

The resale CO and the smoke certificate
City code section 17.08.070, as rewritten by Ordinance No. 6013, says that before any structure is transferred, the purchaser must get a Certificate of Occupancy for Resale from the Bureau of Zoning. The paperwork is in the buyer's name, but the conditions are about your building: compliance with city code, testing reports for building systems, a smoke certificate from Elizabeth Fire Prevention, closing out open construction permits, and paying any vacant, abandoned or foreclosure registration fees owed under Chapter 8.80. Applications can be filed online and paid online or in person.
If the inspection turns up repairs, the ordinance lets the purchaser sign a sworn affidavit promising to finish them inside 90 days after the transfer. A buyer who plans a gut renovation or a teardown signs a different affidavit and owes the Construction Bureau a plan.
For the smoke certificate, the fire department's posted rules are specific. Smoke alarms go on the ceiling, within 10 feet of the bedrooms, on each level with the basement counted. Carbon monoxide alarms go on every floor near sleeping areas. You also need a charged, UL-listed extinguisher mounted where it's visible, close to the stove. Battery units can't replace hardwired detectors, and everything has to be mounted and working before inspection day. The department is at 411 Irvington Avenue (908-820-2800).
Timing affects cost. Under state fire code rule 5:70-2.9(d), a request filed with over 10 business days to spare costs $45, while one inside four business days costs $161, so confirm the city's fee when you apply and ask early.
When the Union County Clerk puts your deed on record, New Jersey takes its realty transfer fee from the seller's side. Here's the deal: if the CO list looks long, we'll buy the building as-is, and a 7-day closing is possible.

From City Hall to the zoning sign-off: your order of operations
Clear the money first. The Tax Collector's office is in Room 102 at City Hall, 50 Winfield Scott Plaza, open weekdays 9 a.m. to 4 p.m. (908-820-4111, COE-TaxCollector@elizabethnj.org). The city's annual tax sale sweeps in unpaid water and sewer charges along with taxes, so ask for both balances in writing.
Close out every open construction permit and pay any vacant, abandoned or foreclosure registration fee owed under Chapter 8.80. Ordinance 6013 lists both as conditions of the resale certificate, so neither can wait for the last week.
Match the fire department's list: ceiling smoke alarms near the bedrooms on every level, carbon monoxide alarms by the sleeping areas on each floor, a mounted kitchen extinguisher, and no battery units standing in for hardwired ones. Then request the smoke certificate from Elizabeth Fire Prevention. The state fee schedule rises from $45 to $161 as the change of occupant gets closer.
Have your buyer file the Certificate of Occupancy for Resale online with the Bureau of Zoning. The ordinance's fee table shows $60 for a residential use plus $20 for each extra unit, paid online, or in person by cash, a check or a money order payable to the City of Elizabeth. If repairs come up, the buyer can sign the 90-day affidavit to keep the closing on track.
Selling a pre-1978 building with rented units? Line up the lead-free certificate the ordinance requires for rental one- and two-family houses and multiple dwellings before the zoning inspection.
Finish the seller's disclosure, including the FEMA flood zone answer and any Ida water, before your buyer signs.

- Union Township: In Union Township the 2025 assessment level was just 9.78%, so assessed values there look tiny next to sale prices.
- Linden: Linden's assessments sat at 28.08% of market for 2025, leaving its assessments far below sale prices, unlike the city's post-revaluation numbers.
- Hillside: Hillside's assessments stood at just 25.88% of market in the 2025 table, a world away from the city's 105.74%.
- Roselle Park: Roselle Park's 2025 effective rate was 2.521, higher than the city's 2.113.
- Newark: Across the line in Essex County, Newark appeals are heard by the Essex board instead of Union's, and Newark's general rate for 2025 was 3.999.
