Source: U.S. Census Bureau, American Community Survey 2020-2024 5-year estimates, Newark city, Essex County, NJ.

The typical home in Newark was built around 1966, which puts many roofs, windows, boilers and kitchens at or past their usual replacement age.

13% of homes are detached single-family houses; the rest are attached houses, multi-family buildings and apartments. 24% are owner-occupied. Most occupied homes here are rentals, so if your house has tenants, the sale has to work around their leases.

Permits and certificates of occupancy come from the City of Newark construction office.

Selling in Newark: taxes, prices and paperwork

Selling in the city comes with a step of its own. Before a deed can transfer, Newark's code says you need a Certificate of Code Compliance, which means a housing and zoning inspection plus a separate fire inspection. With only a small share of detached houses here, a lot of sellers are dealing with multi-unit buildings, and the inspection fees go up with the unit count. On the tax side, the city's assessments sit far below market sale prices, so don't expect your assessment to match what a buyer pays.

Researched October 8, 2026 from public records and official sites. Rules and fees change, so confirm anything time-sensitive with the office named.

Quarterly bills and a low assessment ratio

Bills are due quarterly, on the first day of February, May, August and November. You get a 10-day grace period. Pay after that and interest is charged at 8% on the first $1,500 and 18% on the balance.

Here's the deal with the numbers. Per Essex's 2026 equalization table, the city's ratio of assessed to true value is 40.69%. That table also lists the city's 2025 general rate: 3.999 for every $100 of assessed value. So expect the assessed figure to sit well under your eventual sale price. That is the city's 2026 ratio, so it isn't a mistake on your bill.

If you think your assessment is still too high, file the appeal with Essex's tax board, which holds its hearings at 495 Dr. Martin Luther King Jr. Blvd, Room 230. For 2026, towns that hadn't revalued had to file by 4:00 pm on April 1, with copies to the board, the municipal tax assessor and the municipal clerk. The board values the property as of the prior October 1 and wants 3 to 5 comparable arm's length sales. Foreclosures and short sales don't count. Taxes and water and sewer charges also have to be paid through the first quarter, or the appeal won't be heard. Hearings happen at the board's office, generally between April and June, and there are no virtual hearings. Get your evidence in no later than 7 days ahead of the original hearing date.

If you're mid-sale, know that the board treats the sale price of the house under appeal as one indicator, not the final word.

Sales volume up, prices a touch softer

Over the summer quarter that ended in August 2026, Redfin's median for the city came to $572,121, a 4.2% dip from summer 2025. Median time on market was 68 days, two days quicker than last year. August had 320 sales on Redfin's count, versus 281 in August 2025, and Redfin rates the market somewhat competitive at 54 out of 100. More houses are trading, prices dipped slightly, and you should plan for a couple of months on the market if you list.

Historic districts, annual COs and pre-1978 paint

The city's landmarks map shows seven local historic districts: Forest Hill, North Broad Street, James Street Commons, Military Park Commons, Four Corners, Lincoln Park and Weequahic Park. If your building is inside one, ask the city what review applies to exterior work before you promise a buyer anything.

That same map splits the city into named neighborhoods, including the Ironbound, Vailsburg, Forest Hill, Weequahic, North Broadway/Woodside, Upper and Lower Roseville, Upper and Lower Clinton Hill, University Heights, Fairmount and Dayton.

Bigger buildings carry an extra rule. Under Chapter 41:18, a Certificate of Occupancy expires at the end of every calendar year unless the Construction Code Official renews it. That annual renewal doesn't apply to buildings used as dwellings for three units or fewer. If you own four units or more, confirm your renewal is current.

Got a pre-1978 building? The federal lead rule means a lead warning written into the contract, EPA's pamphlet, and full disclosure of known lead paint. In a multi-unit property, that includes building-wide reports on common areas and other units. Buyers get a 10-day testing period unless they waive it.

Getting the Certificate of Code Compliance

Chapter 41:18 says anyone selling a residence or dwelling must get a certification from the Department of Engineering that it meets the city's housing and zoning ordinances. Transferring title before it's issued is a violation, with fines from $500 to $2,000.

Through the city's online portal, the code compliance certificate runs $400 for 1 to 2 units and $500 for 3 to 10 units. The fire certificate is $35 for 1 to 2 units and $50 for 3 to 10. The fee is refundable up until the inspection happens. Only the owner or the owner's agent can request the certificate, and a buyer can request it only after an auction or sheriff sale. Close out any open building or construction permits before you schedule, and go over the fire checklist so you don't pay for a reinspection.

If the inspector finds violations, the code says you get a list within 15 days and 20 days to fix them. Can't get it done? The portal lets the buyer take responsibility after closing by signing a notarized affidavit, with the signed contract and violation report attached. Think a violation is wrong? Appeals of a violation notice go to the Director and must arrive within 10 days of the notice date.

Some transfers are exempt entirely, including judicial sales, transfers handled by an estate's executor or administrator, and transfers between spouses, parent and child, or siblings. Per the portal, the code compliance certificate expires 90 days after issuance, and the fire certificate after six months.

In New Jersey, the seller pays the realty transfer fee, figured in tiers per $500 of consideration. If repairs on a multi-unit building aren't in the budget, Easy Sell purchases property in any condition, as-is.

Working through the city's CCC portal in order

Clear permits first. The city's portal tells sellers to make sure no building or construction permits are still open before scheduling, so close those out before you apply.

Open an account on newarkportal.us. The one-stop portal routes your application through code enforcement, fire and zoning, lets you pay for the fire inspection in the same place, and shows where the file is. It does add a service fee for that convenience.

Pay and schedule. For a one or two unit property, budget $400 for the code compliance inspection and $35 for the fire certificate. A building with 3 to 10 units runs $500 and $50. Read the fire checklist before the inspector shows up to avoid paying for a second visit.

Work the punch list. Any violations come back on a list within 15 days of inspection, and you then have 20 days to correct them. If the buyer agrees to take them on instead, gather a notarized affidavit, the signed contract, the violations report and the buyer's identification, plus formation or operating papers when the buyer is an LLC or corporation.

Time the closing. Close while both certificates are still valid, and keep the current quarter's tax paid inside the 10-day grace period so no interest shows up on the payoff.

  • East Orange: East Orange assessments sit much closer to market: the 2026 county table shows an 83.93% ratio, and 2025's general rate was 3.241.
  • Irvington: Irvington carries a 97.75% ratio for 2026 alongside a 2.587 general rate in 2025, so assessments there track sale prices far more closely than here.
  • Belleville: Belleville carried the highest 2025 general tax rate of these neighbors at 4.157, against a 59.13% assessment ratio.
  • Bloomfield: Bloomfield's 2026 ratio came in at 63.56%, a much higher figure than the city's.
