Selling in Woodbridge: taxes, prices and paperwork
Woodbridge Township is really a collection of sections, including Avenel, Port Reading and Sewaren, and it collects taxes for nine separate fire districts on top of the Board of Education, county and municipal shares. Selling here has its own twist. The township says outright that a continued occupancy certificate isn't required. Instead it inspects your smoke and CO alarms and checks that nothing like a sump pump or floor drain is dumping into the sanitary sewer. Get those two items straight and the rest is paperwork.
Researched October 8, 2026 from public records and official sites. Rules and fees change, so confirm anything time-sensitive with the office named.
Low assessments and a fire district line
Rich Duda runs the assessor's office; the number is 732-602-6002, and the office is in the Municipal Building at 1 Main Street. His office sets values on every property and handles the township side of tax appeals. The township's own guide to property taxes explains that it collects for its municipal budget, the Board of Education, Middlesex County and each of its nine fire districts, so part of your bill depends on the fire district that covers your section.
Assessments here are nowhere near market value. Treasury's 2025 equalization figures measured the township at 18.67%, and the county tax board's own revaluation page says a ratio of 85% or less denotes noncompliance with the true value standard. That gap is why the 2025 general rate reached 12.034; leveled to full value, the effective rate came to 2.234. In 2025 the state's residential averages here were a $79,752 assessment and a $9,597 tax bill. The township doesn't appear on the county board's current revaluation list.
To appeal, file with the county tax board, fourth floor, 75 Bayard Street, New Brunswick. Under the state form, the board must receive your petition by April 1, or 45 days after notices of assessment are mailed, if that's later. With an average assessment under $80,000, a typical house lands in the form's lowest fee tier, $5 for assessments under $150,000. Hearings are in person only; the board passed a resolution against virtual hearings.
| Average ratio of assessed to true value | 18.67% | 2025 equalization table |
|---|---|---|
| 2025 general / effective tax rate | 12.034 / 2.234 | 2025 tax year |

Where prices sit right now
Redfin's Woodbridge, NJ market page, checked on October 8, 2026, gave a $500K median (precisely $499,669) for the quarter ending August 2026, essentially unchanged from summer 2025 (off 0.066%). Time on market shortened to 55 days from 61. August brought 70 sales, with buyers paying 102.6% of list on Redfin's sale-to-list measure. Treasury's 2025 residential averages, which cover the whole township, list 476 sales at $487,111.

Sandy buyouts, sewer hookups and lead
Superstorm Sandy hit some sections hard. In August 2014 the state Department of Environmental Protection announced that its Blue Acres program had approved nearly 200 homes in the township for buyout, targeting willing sellers in Sewaren, Port Reading and Avenel. Those purchases were made at pre-Sandy market value from independent appraisals, and the land was meant to become permanent open space that buffers future storms.
If your house is in or near those areas, expect flood questions. Since March 20, 2024, New Jersey's disclosure statement has asked whether FEMA maps put the property in a high-risk or moderate-risk flood zone, and what flood history you know of.
The township also cares about where your water goes. Under a March 3, 1998 ordinance, the resale inspection treats certain hookups to the sanitary sewer as prohibited: basement floor drains (they must be cemented over), sump pumps, yard and driveway drains, and missing, loose or cracked sewer trap caps. If your sump pump discharges into a house drain, plan to reroute it before the inspector arrives.
Pre-1978 houses bring the federal lead rule into the deal. The buyer must receive the EPA lead pamphlet and any lead findings or reports in your files, plus 10 days to have the house tested.

No CCO, but a Certificate of Compliance
The township's Certificate of Compliance sheet is direct about it: no certificate of continued occupancy is required. Instead, you need a smoke detector inspection under an ordinance adopted April 15, 1980 and the sanitary sewer discharge inspection described above. Sales and refinances are both covered.
The application isn't online. Dial the main number, 732-634-4500, and ask for extension 6009, with the buyer's name, current address, email and phone number plus your closing date in hand. Fees are charged per unit and climb as closing gets closer: $50 when you call more than 10 business days out from the new occupant moving in, $70 with four to 10 business days left, and $125 with fewer than four. Bring exact cash or a bank certified check. Personal checks and money orders aren't accepted. Inspections happen between 9 a.m. and noon, an owner or representative has to be there, and the certificate is valid for 60 days.
On inspection day the inspector looks for smoke alarms on each floor and at the foot of the basement stairs, mounted with screws (no tape, Velcro or nails) and, if they run on batteries, the sealed 10-year kind. Carbon monoxide alarms go within 10 feet of sleeping areas. The sheet also wants an ABC extinguisher on its manufacturer's bracket in or near the kitchen. Open permits or violations block the certificate until they're closed out.
Recording happens at the Middlesex County Clerk's office, where the seller pays the state's realty transfer fee. Since July 10, 2025, a sale over $1 million also carries a graduated percent fee that the seller now pays. Rather skip the permit and sewer fixes? We purchase as-is, and you pay no fees or commissions.

| Smoke/CO certificate fee per unit | $50 (10+ business days), $70 (4 to 10), $125 (under 4) | Township form, accessed Oct 2026 |

Woodbridge seller timeline, basement to closing table
Go to the basement first. Look for a sump pump discharging into the sanitary line, open floor drains that need cementing over, yard or driveway drains tied in, and sewer trap caps that are missing, loose or cracked. Fix these before you book anything, because the sewer check happens on the same visit as the alarm check.
Next, deal with permits. The Building Department at 1 Main Street (732-602-6003, Building.Department@twp.woodbridge.nj.us) can tell you what is still open on your address; Anthony Tortorello is the Construction Official. Final inspections can be requested through the township's online inspection portal or its Inspection Request Form, and the inspector won't release the Certificate of Compliance while any permit or violation stays open.
Then fix the alarms to match the sheet. Smoke alarms belong on every level and at the foot of the basement stairs, fastened with screws. Carbon monoxide alarms go within 10 feet of sleeping areas, and battery-powered smoke units must be the sealed 10-year type. Hang the extinguisher on its bracket 5 feet above the floor, in the kitchen or within 10 feet of it.
Before anyone signs a contract, fill in the seller's disclosure, and don't leave the FEMA flood zone status or the flood history blank. Pricing above $1 million? Your attorney should work out the graduated percent fee on top of the realty transfer fee.
Once you have a signed contract and a closing date, call for the Certificate of Compliance appointment at extension 6009. Have the buyer's name, current address, email and phone ready, since the township asks for all four. Calling more than 10 business days ahead holds the charge to $50 per unit.
Get the payment right before inspection day. The township takes exact cash or a bank certified check only, and the visit happens between 9 a.m. and noon with you or a representative on site.
Watch the calendar after you pass. The certificate is good for 60 days from inspection, and the township's older resale sheet warns that letting it lapse means paying another fee, so keep the closing inside that window. If the date slips, call extension 6009 early rather than waiting for the certificate to expire.
